The Réseau Commande Publique Grand Est (RCPGE) is a unique initiative in France launched by the Région Grand Est and the Préfecture de région Grand Est. To facilitate access to public procurement contracts, Inspire Metz has joined the Réseau Commande Publique Grand Est, which offers companies and public purchasers forums for the exchange of best practices and resources.
Inspire Metz is one of 19 public procurement information points in the Grand Est region.
The missions of these information points :
- Inform (provide a first level of information on public procurement)
- Facilitating (workshops, conferences for companies)
- Communication (internet, social networks, brochures, guides, etc.)
The objectives of the Grand Est Public Procurement Network are to :
- Promoting public procurement to businesses
- Enabling companies to access public procurement markets
- Developing dialogue between public and private players
A central role in coordination, organization and information
Each of these objectives is broken down into actions, carried out by the Network and its local players throughout the year and across the country:
- Organization of information and awareness-raising events, dissemination of information,
- Coordination of the Public Order Info Point network,
- Organization of buyer/company meetings, thematic working groups,
- Set up working groups, organize events dedicated to buyers.
The "Réseau Commande Publique Grand Est" is a system that companies and public bodies can call on for all questions concerning public procurement.
APOGE, access to public contracts in the Grand Est region
The APOGE aggregator (for APpels d'Offre Grand Est - pronounced "apogée") is an effective monitoring tool for VSEs/SMEs wishing to position themselves on public procurement markets. Initiated by the Région Grand Est and the Préfecture de Région Grand Est, it is managed by the Réseau Commande Publique Grand Est.
APOGE considerably reduces the amount of time companies have to spend monitoring public procurement contracts, since it gives them access to almost 100% of notices in a single place. What's more, APOGE gives small and medium-sized businesses access to purchasing intentions published by purchasers: a strategically valuable feature for better anticipation of bids.
With APOGE, purchasers can give greater visibility to their public contracts, with a beneficial effect on procedures: competition is healthier, and there are fewer unsuccessful contracts.
